Tempe is a city in Maricopa County, Arizona, USA, with a 2008 population of 175,523. The city is named after the Vale of Tempe in Greece. Tempe is located in the East Valley section of the Phoenix Metropolitan Area; it is bordered by Phoenix and Guadalupe on the west, Scottsdale on the north, Chandler on the south, and Mesa on the east. Tempe is the location of US Airways Group's corporate headquarters, and of Arizona State University's oldest and largest campus.

What is utilities law?

Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities. Generally, the local and state agencies are called Public Service Commissions (PSC) or Public Utility Commissions (PUC). Municipal Utilities and Rural Electric Cooperatives may be unregulated though.
