Rochester is a borough in Beaver County, Pennsylvania, United States. Located 25 miles (40 km) northwest of Pittsburgh, it is part of the Pittsburgh metropolitan area. The population was 4,014 at the 2000 census. Like many places in and around Pittsburgh and especially Beaver County, Rochester has been used for scenes in movies. Scenes in the 1986 movie Gung Ho (starring Pittsburgh native Michael Keaton) and the 1996 movie Kingpin were both shot in Rochester.

What is utilities law?

Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities.
