SYLLABUS BY THE COURT 1. CIVIL PROCEDURE — <italic>Jurisdiction — Definition Applied.</italic> The definition of jurisdiction stated in <italic>In re Estate of</italic> <italic>Johnson</italic>, <cross_reference>180 Kan. 740</cross_reference>, <cross_reference>308 P.2d 100</cross_reference>, is stated and applied. 2. CIVIL PROCEDURE — <italic>Jurisdiction — Federal Question.</italic> Federal questions as defined by reference to <cross_reference>28 U.S.C. § 1331</cross_reference>, are within state court subject matter jurisdiction unless such jurisdiction is excluded by federal statutory law or binding federal decisions. 3. CONSTITUTIONAL LAW — <italic>Currency — Regulation Vested in</italic> <italic>Congress.</italic> The power to declare what shall be money and to regulate its value is vested in Congress. 4. SAME — <italic>Currency — Paper Money.</italic> Congress has the constitutional power to make paper money legal tender in payment of debts. 5. CONSTITUTIONAL LAW — <italic>Political Question — Regulation of</italic> <italic>Value of Currency by Congress.</italic> Whether Congress has acted wisely or expediently in the exercise of its powers to declare what shall be money, to regulate the value of money, and to declare what shall be legal tender, is a political question that is not subject to judicial review.
