¶1 (concurring). — When the Constitution expressly provides a method of doing a thing, it impliedly prohibits doing it by any other method. The referendum provision of this local law is not the sort of referendum provision which is clearly prescribed by the proviso to Section 21 of Article III of the Constitution, and is therefore void.
