““There is no’ necessary conflict between section 4203 and the provision in the special act regarding the issuance of retail liquor licenses. The general law applies where the subject matter is- not regulated by a different statute. In all the municipal corporations of the state there exists the exclusive right to grant retail liquor licenses. Within the corporate limits of these the county clerk merely collects the license tax.
