¶2(concurring specially).

¶3I am concerned about the issues addressed by Chief Justice Moore in his dissent relating to the current procedure for determining whether an inmate should be granted in forma pauperis status. Because I do not believe these concerns are presented by the petition for certiorari review in this case, however, and seeing no other ground for review properly presented in that petition, I concur in the decision to deny further review.
