"No affirmance of the judgment of the court below in cases pending in the Court of Appeals shall result from delay in disposing of questions or cases certified from the Court of Appeals to the Supreme Court,...” The Georgia Constitution of 1945, Art. VI, Sec. II, Par. VUE (Code Ann. § 2-3708).
