“A person who, by drinking intoxicating liquor, has failed to retain full control of the faculties of his mind and body is under the influence of intoxicating liquor. The extent to which he has lost the use of his mental and physical powers is not material to this question. The state need not prove that the Defendant was under the influence of intoxicating liquor to such an extent that his ability to operate a motor vehicle was impaired.
