¶1 (concurring specially). The Local Loan Company was a licensee under the Small Loan Act. In my opinion it was not required to obtain a license under the Motor Vehicle Finance Act so long as it confined itself to loans of the size and character defined in the Small Loan Act. See 1931 Session Laws, chapter 377, section 28.
