He had a right to be where he was. His rights were not less than those of a motorist who is proceeding along the highway in violation of some section of our motor vehicle act, for instance, a motorist who fails to display a tail-light or who illuminates only one of his headlights. * * * A motorist or a bicyclist, who violates some section of our motor vehicle law, does not thereby forfeit his civil rights.
