¶1I concur in the result reached in this case, because I am of the opinion that section 3 of the act of 1918 referred to in the opinion is unconstitutional. I do not concur in the opinion of the majority that the Pension Commissioner is not a StateHouse Officer. I think that officer falls within the proper definition of the term, “ State-House Officer.”
