“The child has a right to permanency and stability which cannot [be] maintain[ed] if placed with [his] mother. It would be an injustice to the child to continue to give the mother unlimited chances to complete her case plan. It is not in the child's best interest to remain in foster care in the hopes that one day [his] mother will address the same issues that brought [him] into care initially.
