“We need not determine the unit of prosecution for all harassment scenarios to conclude that where, as here, a perpetrator (1) threatens to cause bodily harm to a single identified person at a particular time and place and (2) places a single victim of the harassment in reasonable fear that the threat will be carried out, the conduct constitutes a single offense. The harassment statute focuses on a perpetrator’s coercing, intimidating, or harassing the victim by a threat or threats that place her in reasonable fear.
