¶2We find ourselves in disagreement with the decision of the majority. In essence the opinion holds that the Virginia Industrial Building Authority Act (Acts of 1966, Chapter 689, Page 1172) is unconstitutional because it violates the credit clause of § 185 of the Constitution of Virginia. In light of our prior decisions interpreting the credit clause, we can see no constitutional barriers to the provisions of the Act. Accordingly, we would grant the writ of mandamus.
