<bold>[1] Statutes — Construction — Additional Language — In General.</bold> Unless required to make a statute rational, the courts will not add language to a statute but will construe it on the basis of the terms chosen by the legislature.<page_number>Page 684</page_number> <bold>[2] Costs — Attorney Fees — Reviewable Determination.</bold> An award of attorney fees to a prevailing party made under RCW <cross_reference>4.84.290</cross_reference> is not a part of the costs of a suit and is a discretionary determination reviewable as the sole issue on appeal. <bold>[3] Costs — Attorney Fees — Legal Services Organizations.</bold> Whether a party has paid any attorney fees or been represented by a public legal services organization is immaterial in determining reasonable attorney fees.

<bold>[1] Criminal Law — Punishment — Matters Considered — Collateral</bold> <bold>Information.</bold> A sentencing judge's consideration of unsworn statements and matters not directly related to the charged crime does not violate due process if the convicted person is aware of the matters being considered and has an opportunity to rebut them. <bold>[2] Judges — Disqualification — Bias — Reservation of Grounds.</bold> A party cannot raise the issue of a judge's bias or the lack of appearance of fairness for the first time on appeal. <bold>[3] Criminal Law — Punishment — Judicial Discretion — Review.</bold> An appellate court will not find an abuse of the broad discretion accorded to sentencing judges unless it can say that no reasonable man would have taken the view of the sentencing judge.
