It is clear that the power delegated to the commission by ch. 366, Laws of 1937, authorized the commission to act in such a way ‘'as will conserve the fish and game supply.’ It thus appears that the legislature declared that there should be a law, and determined the general policy sought to be achieved, and that regulations or orders of the commission expressing such public policy and promulgated by it, should have the force and effect of law.
