““In this case, on the date petitioner committed his crime, tire regulations granted him an automatic award of all statutorily available good time credits available for his CRD [conditional release date] and set his CRD on that basis. Under the new regulations, the CRD awarded was taken away, and petitioner’s CRD was extended. This result violates the prohibition against ex post facto laws.
