““In the present case the facts indicate to us that the proceeding before the committing Magistrate, although somewhat irregular, did terminate in favor of Tasker because of the inability or unwillingness of the State’s Attorney to prosecute. Magistrate Maroney states this is the effect of the ‘Stet’ in the letter....
