¶2I concur in the result reached by the majority. I still adhere to my position that the test as annunciated by the majority in In re Application for Private Detective License of Leo A. Harding, Appellant, 246 Pa.Super. 180, 369 A.2d 871 (1977), is incorrect. However, based upon this record I believe that the appellant has satisfied the requirements as specifically required by the statute.
