“* * * Some courts have limited the review to an inquiry: 1) whether the removal violated some statutory provision; and 2) whether the procedures established were followed. Other courts have inquired as to whether the administrative decision was supported by substantial evidence or was arbitrary and capricious. These standards are included within the Administrative Procedure Act.
