CRIMINAL LAW — <italic>Advisement of Rights of the Accused.</italic> — The <italic>Boykin</italic> decision, which requires trial courts to specifically advise defendants as to certain constitutional rights before accepting a guilty plea, is not retroactive in application. p. 206. 2. CRIMINAL LAW — <italic>Competency of Attorneys — Strong Presumption.</italic> — There is a strong presumption that an attorney has discharged his duty fully. The Court does not think that a reasonable doubt regarding the effectiveness of counsel has been raised here. p. 209.
