1. “[wle interpret a statute in a way that best effectuates the purpose of the legislative scheme. When we construe a statute, we read and consider the statute as a whole and interpret it in a manner giving consistent, harmonious, and sensible effect to all of its parts. In doing so, we do not interpret the statute so as to render any part of it either meaningless or absurd. If there is an apparent conflict between statutory sections, we are required to attempt to harmonize them to give effect to the legislature's intent in enacting both of the statutes.”
