OVERTON, Justice

¶1(dissenting).

¶2Once an individual has resigned from the Florida Bar, I do not believe he should have standing to complain about a change in the rules pertaining to reinstatement and a requirement to take the Bar examination. The majority opinion engrafts upon the present rules the prior rules pertaining to reinstatement in force at the time of a resignation. If our procedure is to be changed, it should be changed by rule and not by opinion.
