¶1(concurring specially)-

¶2I concur in the result and all of the opinion except the basis of division IA. I would hold that the legislature’s alternative use of the word “arranges” in section 725.3 authorizes a conviction of pandering without proof of an act of prostitution. The word “persuades” does not alone do so.
