¶1specially concurring:

¶2I concur specially to express my disappointment and dismay that the Department has denied this inmate his due process rights. Given the unusual name of the requested witness, to suggest that it could not identify the witness is either an admission of incompetence or an intentional denial of this person’s basic constitutional rights. Either scenario is inexcusable.
