¶1is of the opinion that the application should be denied on the ground that the applicant is not a resident alien as required by Article XIV, § 7(B)c of the Articles of Incorporation of the State Bar Association.
¶2dissenting. Since applicant is neither a citizen nor a resident alien, this court cannot administer the qualifications of lawyers in an evenhanded method unless it abides by its own rules.
