“If a citizen makes a complaint regarding a police officer or department employee, I conduct an investigation of the complaints by interviewing the parties involved and witnesses to the incident and reviewing any pertinent evidence. The investigation is conducted on behalf of the city’s legal department to primarily prepare for the potential of civil litigation and also to determine whether the incident warrants imposing department disciplinary action or the criminal prosecution of the officer.
