“"The first inquiry concerns the existence of a reasonable suspicion on the part of the officer that a person with whom they are dealing poses an immediate threat to the officer's or another person's safety. With regard to that inquiry, *** the officer must be able to point to specific and articulable facts *** that would reasonably create a fear for the safety of the officer or others.
