¶1Dissenting Opinion by
¶2Once again, I must register my conviction that it is impossible, human nature being what it is, especially in organizations that are militarily or politically oriented, to separate inherent prejudice or at least lack of objectivity, where one who has the appointing power ultimately passes on the merits of his appointee’s recommendations.
¶3This is more than theory; it is stark pragmatism.
