“1. Two lay witnesses Frank Dunn and Marvin Romine, testified under oath as to their belief that the patient is a mentally ill person. 2. Two psychiatrists from St. Elizabeths Hospital, Dr. Leon Konchegul and Dr. Elíseo Verde, both experts in their field testified under oath. They expressed the opinion that the patient is a mentally ill person and unfit to remain at liberty and go unrestrained, and that he should be in custody in a hospital for the treatment of mental and physical disorders for his own safety and welfare and for the preservation of the peace and good order. On the basis of all the evidence at the hearing, the Magistrate finds that the patient is a mentally ill person .”
