1. “1) That plaintiff is not entitled at this stage of the proceedings to reinstatement in her former position with the Public Service Hospital in Sisseton. 2) Defendants are ordered to conduct an appropriate administrative hearing before an administrative judge or other impartial hearing officer within thirty days of receipt of this Memorandum Decision.
