“What constitutes a “good-faith effort” is a question of reasonableness and depends upon the peculiar facts and circumstances of the given case. In any event, the good-faith standard is never satisfied by mere perfunctory efforts on the part of the State to procure the witness’ presence. The good-faith effort must be “genuine and bona fide,” Government of the Virgin Islands v.
