¶1 (concurring specially).
¶2 The result is correct but I see no reason to repudiate uniform administrative rulings of years’ standing, supported as they are by the opinions of the Attorney General then and now and other eminent authorities cited in the briefs of respondent.
¶3 The interpretation contended for by the respondent is sound, tends to simplicity of administration, and I adopt it.
