¶2Because I conclude that the Commonwealth met its burden of justifying retention of Appellee’s arrest record by reference to the factors adopted by our Supreme Court in Commonwealth v. Wexler, 494 Pa. 325, 431 A.2d 877 (1981), I respectfully dissent from the majority’s decision to affirm the expungement order.
