“First, the ALJ must decide whether the opinion is entitled to controlling weight. For this, she “must first consider whether the opinion is well-supported by medically acceptable clinical and laboratory diagnostic techniques.” Id. [Watkins v. Barnhart, 350 F.3d 1297 (10th Cir.2003]) at 1300 (internal quotation marks omitted). If it is not, then the opinion is not entitled to controlling weight.
