¶1ORDER AMENDING MEMORANDUM
¶2The memorandum disposition filed June 14, 2013 is hereby amended. An amended disposition is filed concurrently with this order.
¶3With these amendments, Judge Bea and Judge Restani have voted to deny the petition for panel rehearing. Judge Wallace’s dissent from the denial of panel rehearing is attached hereto. Judge Bea has voted to deny the petition for rehearing en banc, and Judge Restani has so recommended. Judge Wallace recommends en banc rehearing.
