¶6PER CURIAM:

¶7The judgment of this Court reported at 559 F.2d 378 (5th Cir. 1977) has been vacated and remanded by the Supreme Court for further consideration in light of its opinion in City of Lafayette v. Louisiana Power & Light Co., -— U.S.--, 98 S.Ct. 1123, 55 L.Ed.2d 364 (1978).

¶8Upon reconsideration in light of City of Lafayette, the opinion of this Court as published is reinstated and the judgment of the district court is reversed and remanded for further proceedings consistent with our opinion and that of the Supreme Court.

¶9REVERSED AND REMANDED.
