““Since the proceedings which terminated defendant’s parental rights were not conducted under the auspices of either the Juvenile Court Act or the Adoption Act and therefore the procedures outlined therein to terminate parental rights were not followed, the order terminating defendant’s parental rights [was] inappropriate.
