PER CURIAM.

¶1Ronald Bernard Britt-Bey appeals the district court’s* preservice dismissal, without prejudice, of his civil lawsuit. Having carefully reviewed the record, we conclude dismissal was proper. Accordingly, we affirm. See 8th Cir. R. 47B.
