“Of course, the effectiveness of any citizen’s voice in governmental affairs can be determined only in relationship to the power of other citizens’ votes. For ex ample, if school board members are appointed by the [mayor], the district residents may effect a change in the board’s membership or policies through their votes for the mayor. Each resident’s formal influence is perhaps indirect, but it is equal to that of other residents.
