Allen, 598 F.3d 778, 796 (11th Cir.2010) (“ ‘A decision that does not rest on procedural grounds alone is an adjudication on the merits regardless of the form in which it is expressed.’ ” (quoting Blankenship v. Hall, 542 F.3d 1253 , 1271 n. 4 (11th Cir.2008))); Wright [v. Secretary for Dept. of Corrections], 278 F.3d [1245] at 1255-56 [(11th Cir.2002) ] (same). FN16 Therefore, unless the state court clearly states that its decision was based solely on a state procedural rule, we will presume that the state court has rendered an adjudication on the merits when the petitioner’s claim “is the same claim rejected” by the state court. Early, 537 U.S. at 8 , 123 S.Ct. at 364 .”
