“Taking a court reported statement from a defendant is an act within a prosecutor’s (as well as a police officer’s) duties .... The prosecutor acts within his core functions when he evaluates the evidence gathered by police and, in the case of a confession, takes steps to see that the words of the defendant are properly preserved.
