We cannot impute a safety concern to the trained officer where he did not indicate in any way that he apprehended danger and where the evidence does not otherwise support such a claim. Nor can this court impute a safety concern from the mere fact that the officers believed appellant was [involved with] drugs. Although we have recognized that “drugs and weapons go together,” that connection standing alone is insufficient to warrant a police officer’s reasonable belief that a suspect is armed and dangerous, and we have never so held.”
