““The issue before the family court at the merits stage of a CHINS proceeding is a determination of whether, at the time of the filing of the petition, the juvenile is a child in need of care and supervision.” . . . This does not mean that the court’s analysis is limited only to the child’s well-being on the precise day that the CHINS petition was filed.
