  1. “There have been no changes in the relevant facts or law that explain the last-minute filing of the lawsuit. This is, instead, an emergency entirely of the plaintiffs’ own making. And the disruption that would be caused by the invalidation of this disclosure requirement, on the eve of the election, would be substantial.
