PER CURIAM.

¶1Appellee’s motion to relinquish jurisdiction and remand shall be treated as a confession of error. The order of dismissal is reversed and remanded with directions to the trial court to reconsider appellant’s request to be certified as an indigent and for further proceedings as necessary.
