PER CURIAM.

¶2The State has filed a timely motion for certification. Because the ruling in *919this case will affect prosecutions statewide and will require administrative action to correct the problem identified in the opinion, this court grants the motion for certification and certifies to the supreme court the same question that was certified by the county court to this court.
