KAREN ANGELINI, Justice,

¶1concurring in the judgment only.

¶2I do not believe Gonzales’s conduct was “so outrageous in character, and so extreme in degree, as to go beyond all possible bounds of decency, and to be regarded as atrocious, and utterly intolerable in a civilized community.” Restatement (Second) of Torts § 46 cmt. d (1965). I agree with all other aspects of the majority opinion and therefore concur in the judgment.
