In a statute making it an offence to " procure a female to have illicit carnal connection with any man," does not cover the offence of seduction. The natural meaning of the word procure is, that the illicit intercourse is with some person other than the one who commits the offence of procuring, &c.

There is a clearly recognized legal distinction between procuring an act to be done, and suffering it to be done.
