To put forth or send out; fe issue. “No state shalt emit bills of credit.”

To issne; to give forth with authority; te put into circulation. See Britt or Crepir. The word “emit” is never employed in describing those contracts by which a state binds itself to pay money at a future day for services actually received, or for money borrowed for present usa. Nor are instruments executed for such purposes, in common language, deuominated “bills of credit.” “To emit billsof credit” conveys to the mind the idea of issuing paper intended to circulate through the community, forits ordinary purposes, a8 which is redeemable at a future In Scotch practice.
